Raw counts include staff, automated tests, bots and duplicate retries. They do not establish external adoption.
Counts do not identify people. Generating a directive does not prove its safeguards were implemented.
Counts below 10 are withheld. Recent counts are also withheld if subtracting them from a larger total would reveal a group below 10. This is suppression, not differential privacy.
Design workflow
Leaving a decision open is valid. The directive tells a coding agent to ask before choosing its value. These counts describe generated designs, not deployed software.
